CITIZENS ARE TO PROVIDE A COVER LETTER REQUESTING ENTRY INTO PNG ALONG WITH PASSPORT BIO PAGE,  HOTEL QUARANTINE RECEIPT/ TRAKPRO RECEIPT FOR THOSE WHO WILL BE DOING HOME QUARANTINE AND THE APTF FORM.

A COVID TEST MUST BE TAKEN PRIOR TO TRAVEL.

THESE SHOULD BE SCANNED AND EMAILED  TO THE TRAVEL DESK AT THE NATIONAL CONTROL CENTRE.

Cease of Government Funded COVID-19 Quarantine Services for

Papua New Guinea Citizens

This is to advise that all Government funded COVID-19 quarantine services for returning citizens that has been coordinated by the Department of Foreign Affairs and International Trade COVID-19 Team from May 2020, will cease on 1st December 2020 following Government directions. As of this date, citizens planning to return to the country are no longer considered stranded and therefore Government assistance will no longer apply.

However, all incoming travelers to Papua New Guinea will still be subject to COVID-19 quarantine measures hence both citizens and non-citizens, are required to pay all quarantine expenses prior to arrival into the country following Measure No. 2 of the Pandemic Act 2020 on International travel.

Citizen travelers are therefore advised to strictly adhere to the directions and ensure self-funded quarantine measures hence, both and non-citizens, are required to pay all quarantine arrangements are in place before requesting for the Controller’s approval to travel from original port of departure. Citizens are reminded to avoid requesting for approval while in transit as approval processing time takes longer than the transit period.

New pre-requisites for approval will include proof of quarantine payment at designated quarantine hotels in Schedule 5 of Measure No. 2, copy of passport biodata page and completed Air Passenger Travel Form (APTF) for travel approval to be processed with 5 working days.

COVID-19 PCR test should be done 7 days prior to boarding only after approval has been granted to enter the country.

Citizens intending to isolate at home are subject to use of tracking devices and tracking apps at individual’s cost. They are required to complete Home Exemption Quarantine Form and attach with receipt of payment of these tracking services. Entry by land board through the Skouw/Wutung Border Post is subject to the dame entry processes by air

This advice supersede any prior approvals granted for Government fund quarantine.

Citizens failing to adhere to the new entry processes shall not be given access into the country.

Air Niugini is pleased to announce that all restrictions on domestic air travel have been removed, and will be offering a range of sales to promote domestic tourism.

The SOE Controller has issued new Domestic and International Travel Measures on Saturday 3rd October providing the following directives;

  • There are no limitations on any domestic travel.
  • For international inbound travel, from Australia (excluding Victoria), New Zealand, and most of the Pacific Islands inbound passengers now only have to home-isolate for seven days. Where segregating at home is not possible inbound passengers still need to hotel quarantine for 7 days.
  • Passengers arriving from other international locations still need to quarantine at a hotel for 14 days.
  • All inbound international passengers still need to complete a negative PCR COVID test within 7 days prior to travel.
  • All inbound international passengers coming into PNG still need to get Controller Approval in advance. Passengers transiting Port Moresby to Australia or to other locations do not need to get Controller approval.
  • Air Niugini has now had its passenger cap into Brisbane increased to 50 passengers per flight, and with no limit into Cairns.

Air Niugini continues to fly to Brisbane (five times per week), Singapore (four times per week), and Cairns (once per week).

Due to quarantine requirements in Nadi, Port Vila, and Honiara there are presently no scheduled flights to Fiji, Vanuatu, or the Solomon Islands.

Air Niugini expects to announce the recommencement of scheduled flights to Hong Kong and Manila shortly.

Passengers will continue to be temperature tested upon entering all airport terminals, provided a face mask at check-in, and will need to fill in the passenger contact tracing form (APTF) at check-in and the health form whilst on-board.

Due to COVID restrictions, there is presently no in-flight catering provided on flights.

The New Zealand government has lowered the alert level down to level one.

This means that the Office of the PNG High Commission will now be back to  operating on normal hours.

Air Niugini Media Release – Updated International Air Travel Requirements

Air Niugini is pleased to be able to provide firm information on the process for international travel into PNG, after the State of Emergency (SoE) Controller issued a new Emergency Order today.

Air Niugini remains only approved to fly to Brisbane (five times per week), Cairns (two times per week) and Singapore (four times per week). Scheduled flights to other locations are not approved under the present SoE Controller directives. All international flights will continue to depart from and arrive at the normal international terminal. No persons meeting incoming passengers will be permitted around the terminal area.

Passengers wishing to return to PNG must adhere to the following process;

  • PNG Citizens and PNG permanent residents must contact the PNG Department of Foreign Affairs and Trade (DFAIT) to request a return. This will normally be via their nearest Embassy, High Commission or Consulate. For PNG citizens if you cannot afford the cost of the hotel you must advise DFAIT of this, DFAIT will then discuss with you to make appropriate arrangements.
  • Non-PNG citizens must send their request for uplift (including explaining the reasons for uplift) to covid19-admin.logistics@police.gov.pg.

Air Niugini cannot book your ticket for uplift (or change present bookings to new uplift dates) until we have;

  • For citizens/permanent residents: Evidence from DFAIT that your uplift has been approved by the Emergency Controller; or
  • For Non-PNG citizens: Evidence that your uplift has been approved by the Emergency Controller
  • Evidence of the location of which a person will be quarantined, through evidence of a hotel booking or other relevant evidence

Bookings for all inbound international flights will close 24 hours prior to scheduled departure.

The hotels presently approved by the Emergency Controller are Holiday Inn, Ela Beach Hotel, Sanctuary Hotel, Dixies Bungalows, Grand Papua Hotel, Stanley Hotel, Hilton Hotel, Laguna Hotel and Granville Hotel for self-funded persons returning.  Passengers will be transported directly to their place of quarantine immediately upon clearing CIQ after arrival.

Passengers checking in for inbound international flights are required to show the following;

  • Passport and valid visa (where not travelling on a PNG passport) (as always);
  • Ticket (as always);
  • Evidence of at which approved facility you will complete your 14 days quarantine; and
  • A copy of the approval to uplift from the controller.

Customers are also advised that the SoE Controller has directed that there shall be no in-flight catering provided on the aircraft. Therefore, passengers are advised to have something to eat before boarding the aircraft or bring snacks with them. We expect eateries and duty-free within the airports will be closed. Bottles of water will be placed onto seats prior to boarding.

Any travelers (PNG citizen or non-citizens) wishing to be urgently uplifted to Port Moresby ahead of an organized government backed evacuation and quarantine need to meet the attached prerequisites to be eligible for travel approval by the SOE Controller.
