POSITION VACANCY AT THE PAPUA NEW GUINEA HIGH COMMISSION, WELLINGTON, NEW ZEALAND

Position        :          Finance Administration  Manager

Closing Date:          15 November 2024 at 5:00pm

Working Hours:      35 hours per week (5 days) between 9.00am to 1.00pm and 2.00pm to 5.00pm.

Salary :           $40/hour

Duties

  • Provide administrative support to the day-to-day running of the High Commission
  • Provide administrative support in managing accounts and finances of the High Commission
  • Prepare salaries, allowances and other entitlements for the Diplomatic Staff and Locally Engaged Staff
  • Maintain financial records, including commitment ledger
  • Work with the Head of Chancery in preparing administrative and financial reports, including Monthly Financial Returns to the Department of Foreign Affairs
  • Preparation of account payments and other administrative expenses
  • Work with the Head of Chancery in the preparation of Annual Budget Estimates for the High Commission
  • Monitor the Mission’s budget and expenditures and contribute to budget planning and revision
  • Manage the State properties and assets, including the renovation and maintenance of the Chancery and residences of the Diplomatic Staff
  • Maintain assets register and inventories of State-owned properties and assets
  • Seek tax and other reimbursements from the New Zealand Government Authorities
  • Ensure the financial transactions are authorized, recorded, filed with adequate supporting documentation, and maintained
  • Assist in recording and banking Migration Service Fees
  • Assist in driving as and when required
  • Execute any other duties as directed by the High Commissioner and Head of Chancery.

Minimum Academic Qualifications:

  • A Diploma or Certificate in Accounting, Finance, Business Administration from a recognized educational institution.
  • Other appropriate qualifications acceptable to the PNG Department of Foreign Affairs.

Minimum years of relevant Work experience and other skills:

  • Two (2) years of relevant work experience in a recognized organization and performed functions such as the following:
  • Basic financial accounting, monitoring and reporting, budget planning, processing of transactions, use of financial management systems
  • Basic procurement of goods and services, human resource support
  • Building and asset management; document and information management; operating IT systems (Office, Word, Excel, PowerPoint, Outlook, etc.) and provision of basic support.

Required skills

  • Successful applicant will be required to understand PNG’s Foreign Service Manual of Operations and Handbook, and/ or other applicable laws both within PNG and New Zealand, and ability to effectively use and apply the relevant operational rules and procedures.

APPEALING TO SUPPORT THE FAMILIES AND COMMUNITIESAFFECTED BY THE LANDSLIDE IN THE MULITAKA AREA OF ENGA,PROVINCE, PAPUA NEW GUINEA.

On Friday, 24 th May 2024 at 3:00am, a catastrophic landslide claimed the lives
of about 2,000 people in the Highlands of PNG, particularly in Mulitaka area of
Enga Province.

Many families-mothers, fathers, and their children were buried alive in the
rabbles. So far, early this week, they have recovered 670 bodies. Finding the
dead bodies is extremely difficult as they are buried under huge rocks, heavy
soils, and other debris.

Whilst current efforts are aimed finding the bodies of the dead, they require
much needed support with food, water, shelter, and other relief assistance. In
the long run, some will require support to resettle and reconstruct their
destroyed communities. However, some will be displaced forever as culturally;
they cannot go back and resettle on the exact locations where their loved ones
had perished.

Visa on Arrival (Reciprocal Basis)

The Government of Papua New Guinea recently announced the creation of Visa on Arrival on reciprocal basis.

Effective immediately, travelers from these countries may obtain a single-entry tourist or single-entry business visa on arrival. In order to be eligible, travelers must hold a passport issued by one of these countries, which indicates they are a citizen of that country.

Holders of other documents issued by these countries, such as those issued to non-citizen residents, refugees, or overseas nationals are not eligible for visa on arrival. Citizens of countries not listed need to obtain a visa from the nearest PNG Mission or Post abroad prior to their travel.

Visas and Work Permits that have been granted and/or approved will be issued at the ICA client services counter on Tuesdays and Thursdays ONLY.
 
APPLICATION STATUS ENQUIRIES:
Once you lodge your application, you will receive a Lodgement or Application Receipt which provides information about expected processing timeframes.
ICSA no longer accepts follow up requests about the status of visa or passport applications at Client Service counters.

You will be notified in writing once your application has been approved or rejected via email.
Please refer to that email as it will provide you with important information about when you can come into the ICSA office for the issuing of your visa, work permit or passport collection.   An SMS notification will be sent to notify clients of passport collection.

ICSA may also contact you if additional information is required. A request for further information letter will be sent outlining documents required to continue assessing your application. A timeframe will be provided to submit that information to a specific email address.
If you have not received an email within the time frame indicated on your Lodgement or Application Receipt, you may email the appropriate visa processing area, in order to check the status of your application.

Legislative and administrative changes were made in early 2021 for the Work Permits to be administered by PNG Immigration and Citizenship Authority. ICSA accepts Work Permit applications by email only, directly to workpermits@immigration.gov.pg
Foreign nationals who will be engaged in formal employment in the private sector in Papua New Guinea require a work permit approval prior to applying for any employment visa. Your employer will sponsor both your work permit and your employment visa application.
